What is there to investigate! The average mace spray is about a 3 ft mist if that! If it's a stream I believe it's suppose to be used at a minimum of about 6 to 8 ft any closer than that the suspect could be blind for life! I'm pretty sure the cutting instrument was dropped well before he got hit with a baton! And he probably got shot after he got hit with the baton as well! So they were close enough to hit him with a baton then they were close enough to subdue him without further injury, I'll say it was hell of a lot more than excessive force!
